Before the introduction of stamps in 1924, the stamps of France were used.

30 c with precancel
Many of the above stamps were also issued precancelled (similar to the 30 c shown above): the 4 c, 5 c, 15 c green (semeuse), 15 c green (Pasteur), 20 c, 30 c lilac (semeuse, only issued with precancel), 35 c, 45 c exist.
I suspect that the next stamp has a forged double overprint, the second overprint is of a different type than the first one:
