I suspect that the next stamp has a forged double overprint, the second overprint is of a different type than the first one:

These stamps have a similar design as the parcel stamps issued for France. 3 types exist: 'APPORT A LA GARE' (25 c blue on blue), 'VALEUR DECLAREE' (10 c black on yellow, 10 c black and 15 c black) and 'LIVRAISON PAR EXPRES' (25 c lilac, 25 c brown and 60 c brown). Some of these stamps have overprint 'CONTROLE REPARTITEUR'. A surcharged stamp '65 c' on 60 c brown seems to exist. These stamps were issued from 1899 to 1926:
