Forgeries with French numeral cancel

I have seen some stamps with a forged French numeral '5129' cancel. I do not know who made these forgeries, I have seen them on stamps of Ukraine, Russia and Mexico.
(A bogus Western Army overprint, Latvia on a stamp of Ukraine, note the French(!) 5129 numeral cancel)
Another bogus overprint on a stamp of Russia. Note the same French numeral cancel '5129'.
This same cancel was also used on some genuine Mexican Porte de Mar stamps:
